e-filing of TDS returns in the case of NSS-87/SCSS/commission paid to MPKBY agents

As you are aware that the Head Post Offices are expected to submit  monthly TDS return in form 24 G within 5 days from the end of the month and within 15 days from the end of the quarter.  This office had already emphasized the timely submission of  the statement by SOs to the HOs concerned. But it has been reported by Postmaster, Palakkad HPO that many of the SOs are not  adhering to the  time schedule prescribed for submission of the statement on the subject.
Non submission of the returns in time will invite imposition of penalty @Rs.100/- per defaulting days and naturally the receiving end is the DDO.  The following guidelines are reproduced for information to all offices:
1. TDS has to be recovered in the case of interest withdrawals of  NSS-87 and SCSS accounts and also on the commission paid to MPKBY agents.
2.TDS @ 10% is to be recovered in the case of SCSS interest withdrawals exceeding Rs.10000/- in a financial year.  No TDS will recovered if the depositor submits Form 15-G or 15-H (in case of Sr.Citizen of age 65 years or above)
3.TDS @10% will be recovered from MPKBY agents.
4 TDS at a higher rate of 20% will be deducted on all transactions that are liable to TDS where PAN of the depositor is not available.  Short collection of TDS will be liable to impose penalty.
Therefore all offices are instructed to follow strictly the time schedule in submitting the statements to respective HOs.  Laxity in this matter   will result in payment of penalty . So, all are requested to give importance to this matter and follow the instructions.
