Sub: - Proposal of M/s Snapdeal and clarification regarding Returned to Sender address.

          This is regarding proposal received from M/s Snapdeal to avail Speed post and express parcel services. In this regard two clarifications received from Directorate vide letter no 10-01/2014-BD&MD is reiterated for information and necessary action.

Can RTS address which is different from booking address can be agreed.

There is no specific mention in SOP or anywhere else regarding ‘Return to Sender address’ whether this has to be same address of booking office or a different address. The instant proposal involves pick up of the consignments from various points which is a good business volume and return to sender address will be different from the booking address but in the close vicinity of the booking address. As long as the Return to sender address is in Delhi only (i.e. local for other booking locations) there should not be any problem to the Department allowing the same.

Can payment be done from office other than booking office as most of BPCs are under RMS and therefore not epayment offices

Regarding payment office it is intimated that payment office can be any office irrespective of fact that it is booking office or not. As intimated by CEPT payment can be done from any of the post office which has been configured in the system as Payment office. CEPT also intimated that for various parcel biller Ids there may be only one e-Biller id and consolidated payment can be made from one office.

Accordingly in order to cater these business requirements booking of Speed Post/Express Parcel/Business parcel COD/Non-COD articles with different RTS address as long as it is in the same city is allowed.
